The COVER FX Perfect Pencil formula is matte gel based product that applies cream and sets to a smooth finish on the skin. This product is very opaque in one pass but because of the gel base, this formula can dry faster/set on the skin. You however still have enough time to blend these out if you work one section/stroke at a time. ;)
The MAC Technakohl Liner formula is wax based pencil, they are very creamy to apply and doesn't skip at all on the skin. I found this one easier to blend out because it behaves more like a cream when you first apply it.

N X-Light is a pale skin tone nude with neutral undertones.
P Light is a light skin tone nude with pink undertones.
N Light is a light skin tone nude with neutral undertones.
G Light is a light skin tone nude with golden undertones.
MAC Technakohl Liner Risque is a pale warm yellow based nude.
Wear: Both I get over 16 hours wear without a powder to set them.
Packaging: Both are a twist up pencils but the Cover FX pencil can not be twisted back down. Product amount you are getting close to the same amount.

I love the shade of the Technakohl Liner in Risque the most as it hit my skin tone perfectly for the wax-based formula.
But as I used them on their own, the gel based formula of the COVER FX Perfect Pencils last longer on the skin and there are a ton of shades option in the range from light, medium, and to deep skin tones and with different undertones there should be a shade for everyone.
